Trump Strikes Trade Deal with EU Ahead of August Tariff Deadline
President Donald Trump announced on July 27 that the United States had finalized a new trade agreement with the European Union, just days before a self-imposed August 1 deadline for new tariffs.
The breakthrough came during Trump’s visit to Scotland, where he met with European Commission President Ursula von der Leyen. After intensive discussions, the two leaders reached a deal that introduces a 15% tariff on most EU exports to the U.S.
While the new tariff rate exceeds the 10% preferred by European negotiators, it marks a notable retreat from Trump’s earlier threat of a 30% levy. The agreement also includes expanded European purchases of American energy and military equipment, with Trump claiming $750 billion in U.S. energy exports are part of the package—though he offered few details.
“We made it,” Trump declared to reporters.
The president, who has long criticized the EU for what he calls unfair trade practices, previously claimed the bloc was "formed to screw the United States." Prior to the deal, Trump estimated there was only a "50/50 chance" of reaching an agreement, citing deep imbalances in the transatlantic trade relationship.
Von der Leyen, however, framed the deal as a step toward “rebalancing” economic ties, even though EU leaders have historically rejected the notion of an unfair trade advantage.
The agreement adds to a growing list of trade pacts secured by Trump’s administration, including recent deals with the United Kingdom, Japan, Indonesia, and Vietnam. However, the administration has fallen short of its ambitious pledge to secure “90 deals in 90 days.”
Commerce Secretary Howard Lutnick noted that the U.S. will continue to push aggressive trade measures globally, hinting at upcoming tariffs on key sectors such as semiconductor technology.
